LPX-00235: invalid XML version, must be 1.0 or 2.0

LPX-00235: invalid XML version, must be 1.0 or 2.0
Cause: Only versions 1.0 and 2.0 of the XML specification are supported.
Action: Use the 1.0 or 2.0 specification & set version# accordingly.
